Attention, the table shows the circumferences of the neoprene, not the circumferences of the hand. Neoprene, especially the thin one, stretches and some prefer tighter and others looser.

Example:

Boater #1: 18cm across the wrist and 23cm on the forearm uses size M.

Paddler #2: 19 cm and 25 cm uses size L.
